Adjutant General's Department Strategic Plan for Fiscal Years 2019-2024

Members of the Adjutant General's Department, I am pleased to announce the release of the . This Strategic Plan emerged from a holistic evaluation of the Adjutant General's Department roles and responsibilities that are essential to its service to the citizens of Kansas, the state of Kansas, and the nation. The plan does three important things; conveys an updated mission statement, vision and intent, establishes five Lines of Effort that focus the actions of the department and it articulates four organizational values. The updated mission statement, vision and intent is not a significant shift from that which we have been operating under in the past. It does however, take into account recent changes to documents and directives from our leadership and the various departments and agencies in state and federal government with whom we coordinate or interact. The Lines of Effort align with the core functions of the Adjutant General's Department: Warfighting, Domestic Operations, Emergency Management, Partnership Engagement, and Recruiting and Sustaining a Strong Workforce. A series of Objectives and Tasks make up each Line of Effort but do not delineate each and every detail involved. They are the high points of pursuing the Line of Effort but allow room for disciplined initiative and innovation. Our organizational values describe the individual and departmental behaviors that will guide the Adjutant General's Department from where it is now, to achieving the mission and living the vision. These values are Teamwork, Stewardship, Respect, and Duty. While some of these values match our service values, others do not. None of them replace or supersede our service values. Values, whether our service values or our Department values, are meant to be acted upon. When acted upon, values improve our organization and the results of our efforts. When they are not acted upon, they simply become words on a poster. As we implement this Strategic Plan, I do not expect every detail to be passed along or memorized by the most junior Soldier, Airman, or Civilian. However, our ability to successfully serve our state and nation is directly tied to our ability to embrace our organizational values; to understand and leverage the focus and direction provided by our mission statement and lines of effort; and to exercise values based leadership in everything we do.
